What if Frodo had failed?
Look upon Middle-Earth under the Shadow. It’s been ten years since Frodo failed in his Quest to destroy the Ring. Ten years in which a newly empowered Sauron swept out from Mordor to destroy the last armies of Men in Middle-Earth and establish his own dark reign.
The elves are gone, either Over Sea or into thin air, no one knows. This includes Legolas, Galadriel, and so on.
The dwarves have closed the gates of their mountain strongholds and will not emerge. This includes Gimli.
The wizards are nowhere to be seen. Gandalf is rumoured to be dead, Saruman was defeated by Sauron, and Radagast is almost certainly dead.
Gondor is a puppet kingdom of the Dark Lord, “ruled” by an increasingly-erratic Denethor, aided by a new secret police and watched carefully by Mordor. Boromir serves his father here, with gritted teeth, while Faramir is missing and presumed a rebel.
Rohan did not surrender and was crushed, its few scattered Riders now running for their lives. Éomer is dead, Théoden is dead, and Éowyn is missing.
Harâd and the Easterlings, while still allies of Sauron, grow increasingly restive as the expected rewards of victory do not come their way.
And the orcs.
The orcs are everywhere.
But: an ancient prophecy from a surprising source has given you a shred of hope: it may be possible to destroy the Lord of the Nazgûl, Sauron’s second-in-command. Possible or not, you are resolved to try, and your only hope is that nobody will be expecting it.
