Between May 1 and June 30 1970, forces of the Army of the Republic of Vietnam (ARVN) and the U.S. made forays into Cambodia. The objective of the campaign was the defeat of the approximately 40,000 troops of the People’s Army of Vietnam (PAVN) and the Viet Cong (VC) in the eastern border regions of Cambodia. Cambodian neutrality and military weakness made its territory a safe zone where PAVN/VC forces could establish bases for operations over the border.
The PAVN had been utilizing large sections of relatively unpopulated eastern Cambodia as sanctuaries into which they could withdraw from the struggle in South Vietnam to rest and reorganize without being attacked. These base areas were also utilized by the PAVN and VC to store weapons and other material that had been transported on a large scale into the region on the Sihanouk Trail.
During 1968, Cambodia’s indigenous communist movement, labeled Khmer Rouge (Red Khmers) by Sihanouk, began an insurgency to overthrow the government. While they received very limited material help from the North Vietnamese at the time (the Hanoi government had no incentive to overthrow Sihanouk, since it was satisfied with his continued “neutrality”), they were able to shelter their forces in areas controlled by PAVN/VC troops.
The US government was aware of these activities in Cambodia, but refrained from taking overt military action within Cambodia in hopes of convincing the mercurial Sihanouk to alter his position. To accomplish this, President Lyndon B. Johnson authorized covert cross-border reconnaissance operations conducted by the secret Studies and Observations Group in order to gather intelligence on PAVN/VC activities in the border regions (Project Vesuvius).
In support of these operations, a Special Forces element has been deployed on various LRRP missions into Cambodia on discretionary operations to gather intelligence (enemy force size and locations), sabotage logistical points (materiel caches, supply and ammo dumps), destroy strategic locations (bridges, trails and communication centers) and take out officers, observers and any part of the command structure.
Your team (RT-Utah) is on one of these missions; far beyond the possibility of support or evacuation, too deep inside enemy territory for a fire mission or an air strike - your team is on its own to take whatever action they can, using whatever resources they can carry or capture, counting on their training and experience to survive and succeed. Any action they take will be at their own discretion with a “flexible” interpretation of the Rules of Engagement.
Every soldier is issued with a rucksack in which is typical gear for the individual but may (possibly) carry any variety of others items: basic load out includes canteen and carrier, ammo pouches, compass, entrenching tool and carrier/cover, First Aid kit and case. Additional would include rations for the duration of the mission, flashlight (extra batteries), poncho, binoculars (for the officer primarily), maps and mission parameters in writing (also held by the officer unless someone else is directed).
This story is ultimately a horror story, based on the extensive Lovecraftian Mythos and the further writing about the history of Delta Green. This is the code name for an organization with the U.S. intelligence community and clandestine forces that deal with outbreaks of Mythos events around the world (or at least within the reach of the Western world where the United States had a presence).
Delta Green came about after the events of the raid on Innsmouth by the FBI (then the BOI) and the subsequent demolition of most of the town and incarceration of the survivors in secret prison camps in the American Southwest. Shortly thereafter, an official department was created to deal with other outbreaks of this type. This is Delta Green.
In the days and years that follow, Delta Green is disgraced through a failed operation in S. E. Asia, the department shut down and the records destroyed but true believers go on working to prevent the loss of humanity to the spread of the evils uncovered by Delta Green. The events of this story take place while it is still an operational department and has yet to fall into darkness.
