Dock City used to be great. It grew from one of the first frontier towns into a centre for trans-Pacific trade. It built a fleet of battleships that helped win the Second World War. But an elaborate ring of organised crime grew alongside the legal commerce, and as the shipbuilding industry moved overseas, taking thousand of jobs with it, the mob bosses took over. The city officials who couldn’t be bribed or corrupted were blackmailed or assassinated. Dock City became a war zone. Now it is one of the most divided cities in America, home to some of its richest and some of its poorest citizens.
But in the city’s darkest hour, some flickering candle-flames of hope appeared. Heroes started to stand up and fight back against the crime and corruption in the city. It has not gone unnoticed. Those with wealth and power do not easily let go of either, and now these new heroes will have to join together, to fight those who seek to oppress and exploit the weak and vulnerable, and take back the streets of Dock City.
Jillian Carter will be one of these heroes, but she doesn’t know that yet. She thinks she’s going to be a rock star. Her biggest concerns are how to get a record deal, how to stop her band mate Jimmy from acting like their manager and how to pay the rent, in that order. Nothing could have prepared her for what was going to happen; there was no way she could know that she was about to sing for the last time.
