I would want any player to tell me if I need to adjust to increase their access.
This game is not based on any existing canon and players will be able to have a lot of input on story creation.
About the story
Portals - if they exist outside of scientific theory - follow the laws of Schrödinger’s entropy - if only Schrödinger’s theories had just taken a slightly different turn.
That description might be intriguing if you are writing a physics thesis. It is less enlightening if one suddenly opens up whilst you are minding your own business.
So let me put it in laymans terms.
The Universe normally gradually shares energy more evenly. So a block of ice on a hot car bonnet will melt as the car cools down.
And sometimes particles in one part of the Universe know what particles in another region are doing.
And nature abhors a vacuum.
Sometimes, it is theorised, the abhorrence of vacuum co-incides with an awareness of excessive entropy.

Okay, it’s all theory anyway. But imagine an arid desert. And a freezing lake. All that water, all that dryness. All that heat, all that cold. Now imagine a dimensional vacuum. If just one sub-particle could make it from that cold, wet place into that vacuum and hit a sub-particle in that vacuum from that dry, hot place, entropy energy would open up a short-cut between the two locations, to allow for the faster transferring of heat and water.
The transfer would not be fast. If it was, the universe would quickly implode on itself, in a mad rush to eliminate all entropy (chaotic hoarding of energy in one place at the expense of another). Thermodynamic stabilisers would never allow that. But, if harnessed, this could provide rapid transport between places.
Could it happen? Probably not. But if it did, once it started, there would be no stopping. All that sub-particle information whizzing around in the expanses of dimensional vacuum… in layman’s terms, you could not put the genie back in the bottle. Portals would be showing up everywhere. Between heat and cold. Natural and synthetic. Loud and silent. Peace and war.
No one knows the limits of the secret sub-atomic coding within the observable world. And those moving between portals would have to adapt very, very quickly.
Your character has a reason to run.
Perhaps they are in a war, or wanted by the secret service.
Whatever the reason, finding a Portal seems like a way out of their situation.
