It’s hard rebuilding after a war. Harder when that war is still going on.
It’s been four hundred years since the dwarves and gnomes introduced gunpowder weapons as a counterbalance to the erractic way magic was beginning to work. The mages in the Citadel became more aggressive as their powers became more difficult to control. Eventually they started rounding up all the arcane casters and demanded clerics and priests mitigate their use.
When the elves of the Howling Wood flatly refused, war broke out. A war that has lasted on-off for centuries. A war that ravaged the continent. Cities, bandit territories, even the farthest-flung reaches were dragged into the conflict.
Nowadays the fighting mostly stays in the east. Out in the west, folk have been trying to rebuild for the past few decades. Most of the settlements are small but all are self-sufficient. Magic is still right out because that draws attention from those twerps hiding in the Citadel, and they aren’t afraid to level a place if the sorcerer doesn’t come willingly. But people know how to hunt, how to farm, how to live. And if some batch of buffoons ride in blasting bullets like barbarians, people know how to shoot back.
